Strictly, Maybourne has always been a humanitarian, it's just that his methods differ from that of the heroes.

10M for a Symbiote is a real bargain.
He was the perfect example of a rogue spy. He acquired information, entered into every circle he could to play both sides, and of course had an absence of moral conscious. He knew how to play the game and always won.

I loved this episode It felt very 24ish. I always loved when Harry is involved. Wish we saw more black ops/political thriller episodes on Stargate.
And less in SGU.
Good old times when to steal a digital file you had to print it.
Now I'm thinking of that scene in clear and present danger.
Maybourne was not an evil person. Misguided perhaps, uninformed without a doubt, self important for sure, but not evil. If you really watch, he was always trying to do what he honestly thought was best to insure the safety and security his country and his planet, even if he had to bend the rules to do it. Okay, maybe his country first, but he was career military. As the series went on, he grew, learned and eventually he and Jack even became reluctant allies when the need arose. Jack even seemed to give Maybourne a certain grudging respect, if not complete trust, at the end. That change and growth was why Maybourne was one of my favorite semi-regular characters in the series. As someone else posted, "He went from being the character you loved to hate to the character you hated to love."
Yeah he (and his group) was a kind of anti-hero between Jack on one hand and perhaps Kinsey and their group on the other who were completely corrupt and unethical. A bit like a Military version of Woolsey so the show did well in having some nuance in this area and of course they are going to go from the cost and threat of operating the SGC to the profit and advantage that can be gleaned once the Tech starts flowing
Simmons was the evil one, and those who followed his lead.
Nah, he was pretty evil in his means. Willing to ally and commit atrocities and serious crimes that jeopardized Earth by placing them in a morally weak position, such as when the Asgard and Tollan came sabre rattling, and gaining quite little in return.
His change only came after he was excised from the military, and when his contacts towards the planetary interest aligned strongly with SG1, or he thought he could pull a fast one on them. He's more mercenary than good, seekign his own self interest in terms of power, freedom, and money, depending on the turn of the series. His generally staunch support for the US interest, is one something that keeps him from merely being a disposable char.
TBH 3 mil for a symbiote seems a little low.
3 mil or it goes to waste, plus its easier to hide that kind of payment vs say 100 mil which could raise some eyebrows.
when you are a fugitive on the run, you dont really have a lot of time to engage in delicate negotiations.
Nor a lot of room to negotiate or a solid position of advantage as leverage to negotiate from.
You take the best deal you can at the time with expediency.
Enough to lay on a beach in thailand with a pretty girl and not worry
