When transporting the massively oversized loads like the submarine, external fuel tank etc. People are sent out a week or two prior to scout the route, make notes about if things have to be removed like street lights, telephone poles etc. That way when it comes down to executing the move there aren't any surprises that'll hold them up or block them from continuing.
