I had to go under speak screen, then speak words and turn those off. Once I did that it turned off because I had already turned off the voice over button and it was continuing to speak it out

If you did it by accident while your phone is locked and you can’t get into your phone for some reason then just triple tap your home button and there should be a voiceover button that has a check on it. Double tap that and it should go away. This is for people that have that shortcut enabled btw
