I cannot imagine building an entire set when the set space easily can be rented in Hollywood just like the town in Jin's The Astronaut. Add a few extras like the platform, stairs, and other props it can be done at much less cost than a remote build out with staffing at all levels of arguably less experience unless there was a lot of personnel being flown in. Besides BTS and members have a history of using Southern California for videos. The resources are there. Bang P D lives there and has lots of connections. I think it is safe to say Jungkook did not fly to Kentucky for a multi-day shoot.
