No load and blocked rotor test on single phase induction motor experiment

sir single induction motor has been taken at block rotor condition with capacitor open condition & rated current is flowing and by hand I applied force in both direction(clockwise and anticlockwise ) but it does not move in any direction, only vibrates. Where is problem.
