I was a teenager living in Maryland (albeit the Washington suburbs) at the time, and the Orioles' collapse in the '79 World Series is the biggest gut-punch I've ever experienced in sports.
They were respectable in the 90's. They made the playoffs 1991, 1993, 1994, 1995, 1997, and 1999. They won a divisional game in 1991, the only playoff victory in the Super Bowl era.
