Because you're only looking at core numbers. The cover makes up more than 2/3 of the strength of a bowling ball. You can put the same core inside a ball with a different cover and get a completely different reaction/shape for the same bowler, even with the same drilling layout.
@haystack65 is correct. Its a combination of things, but cover makes up 70% of your ball motion. Core dynamics maximize the cover dynamics. Layout find tune core dynamics.
