So you have a small engine that you know has sat unused for a long time. 98% of the time when a small engine only runs well with the choke on its starving for fuel. Your first move before unscrewing any adjustment screws, inspecting gaskets etc should be remove the drain plug from the carb and make sure fuel is reaching the bowl. If fuel is reaching the bowl, block off fuel hose, pull off bowl and look for sediment. You found sediment, next remove the carb and clean the main jet with carb cleaner and some wire, remove the float and spray through the needle and seat. Spray every orifice. Reassemble. Your main jet is restricted or clogged. Theres a thousand videos out there on how to clean this carb.

I have an old Dewalt pressure washer with a Honda engine. It only starts and runs at half choke. I did similar investigating and cleaning until declaring, "Good enough." 🤪

My guess is the quick connectors on the hose is restricting water flow. This causes the pump to cavatate and that unloads the engine increasing RPM, then when water rushes in it overloads the engine to the stall point. Remove quick connectors.

You know what? I have heard of these low tech solutions to sweeping. I think they're called "brooms". you should really check into that! Could be your best solution!
