After remove the motherboard from the case, found that the Motherboard some how ground it self to the casing,
Installed insulating gasket to fix the grounding issue and continue installing PC components back to the Motherboard.
Found that the Reset Button is stuck in a closed position causing the Motherboard to reset continuously. Installed the rest
of the components back to the Motherboard leaving the Reset button disconnected so the PC can Boot normally.
Reset BIOS date and time and PC able to boot normally to Windows.
