Ruggie and Azul are filthy con-men, but at least Ruggie is overt about being a money-grubbing thief. Azul, while wearing a mask of civility to lure in wealthier clients to his clutches, is willing to enslave hundreds of people to his will (whether through his study guide scam or just on the regular at the Monstro Lounge). However, he draws the line at the selling of human/merpeople flesh... how odd.
