For local communications Ham Radio is good. There’s also the possibility of having an extended local area network LAN with Voice over IP VoIP telephone network. You can build up a wireless network with for example Ubiquiti UniFi and or Microtik products… Then you need a computer to run IP PBX software and WiFi network for using a VoIP app on a smartphone.. This network can also provide security camera feeds and alarm systems..
To answer the question of off grid comms- obviously two is one and one is none. The ideal would be to have HAM or GMRS radio and towers you can bounce off of to get range. Other considerations would be mesh nodes around the property and neighboring properties that will allow SMS communication even if the cell towers are down by bouncing that message from one node to the next till it reaches its intended target. Meshtastic can also be used in congruence with ATAK for comms and eyes on where your people are
