This is why Joyce works so well. She opines proudly about the history of Revechol, she laments the state of Martinaise and wishes to make it better, and wants to dearly help you in the investigation to avoid a bad outcome for the public But her help is part of a tête-à-tête she will never help you without helping her first. Her delightfully recited and neat history lets her tell you things without ever actually helping you with the case. She laments Martinases' poor state while explicitly there to make the workers who live there have less then they ask for. all the while shes does it while lying to your face because it lets he seem less directly responsible. she is a condemning dissection of the left-in-concept-only-liberal capitalism and ZA/UM did something dastardly by making her so likeable
It's interesting, especially since it's another way she contrasts with Evrart; while he's obviously an utter bastard and willing to do some awful things (though not all of it as bad as it appears on the surface), in addition to initially appearing to be a major impediment to your investigation, he's also genuinely trying to *help* the people of Martinaise, and he *wants* to rather than it just being incidental to getting power for himself. He's corrupt, but he's also deliberately playing the villain as part of plans that do have good intentions behind them, and they actually have a chance of improving the lives of those living in Revachol. Joyce, on the other hand, though she's very likable and seems extremely willing to help you, is one of the people causing things to be not-so-great in Martinaise and mostly helps you in ways like filling in the history of the world more than anything practical. (Unless you count being the source of Jamais Vu, which gameplay-wise is pretty nice.) She has a lot of power and wealth, but doesn't actually leverage it towards helping the people of Martinaise in any meaningful way. She's sympathetic towards their plight, but in a very distant way besides having fond memories of the place from visiting it once, and refuses to acknowledge or support many of the things that *would* improve their lives long-term because she benefits from the way things are now, being at the top of the capitalist system. And she's aware of this on at least some level, as all her self-deprecating comments about her monstrous Ultraliberal nature and stuff show. She *knows* she's part of the problem, and feels bad about it, but fixing the problem would mean owning fewer nice boats, so, well, what can you do. Evrart cares about the people of Martinaise as his fellow human beings who live alongside him, while Joyce cares about them the way the average person does when reading or hearing the news about something bad happening to this-or-that place and goes, "what a shame," while sighing before continuing their day. Which is why Evrart is willing to be a complete piece of shit while fighting (mostly) for them, while Joyce just sadly looks on, wistfully thinking about the past but refusing to lift a finger.

What? Joyce definitely is not doing everything (or anything, really) she can to improve Martinaise, but she does help you with the case.
