Τhe Powder is most likely something custom made (basically custom coloured) for Hull or generally for the British Market. There is the Vectan D20/206 Family (Manufactured by Nobel Sport Italia) which has powder like that but only with the green colour. At 22.4 grains which translates to about 1.45grams it's probably the D20 or 206S with some yellow colour added (The powder dosage is decreased by about 10% when you switch from a 70mm shell case to a 67mm shell case. As for the Plastic wad it's manufactured by Baschieri & Pellagri, called the Z2/M. It comes in various heights depending on the load. The one you have is the 21mm variant. The height of the wad is measured from the bottom where the powder is added up to the point where the plastic container of the pellets starts (uncompressed wad though). And a slight correction on the shell height, 67mm is 2 5/8 inches.
A lot of companies use this wad; and as it has been around for a long time the mould is worn and the links between the petals quite often do not break and we used to find a lot of unopened wads. I don't think this will happen with AAA's. Clear pigeon have now changed to a wad where the petals break off that they used to use years ago because of this problem. Of course it's our shooting at fault if we miss because the wad never opened up they are not bothered as long as they sell cartridges.
