You should take a look at "Meditation" and see how Jobim incorporates the famous B.A.C.H. Melody (it's both the counter Motif and the High Point of the Song as the chorus). Simply the best lesson in Composing a Song that I've discovered in "Modern Music". You could do the Same with the 1st four notes of "I got Rhythm" and countless other four note melodies.
Let's agree to disagree. A Bossa Nova form is what? A form(ular) for writing a bossa nova song. I don't say you CAN'T compose a good song by experimenting, but it's much more fun and easy to learn from our past than trying to invent everything all over. Inspiration? Yes - From our past! Work? - Of course!! Everything worth doing requires work.

There's no formula for composing a good tune of any style. It takes inspiration, and a lot of work, with much experimentation.
