All say something about a German , but man... That's fricking big Zimbabwe...
Mutapa (and Zimbabwe, though Mutapan ideas are better) have an utterly broken reward for their first mission which grants them free development just from building buildings. This was before Town Halls and State Houses didn't take a building slot, so with a court house, a university and the highest level trade building, you can dev a province by eight dev just from building stuff. A four slot province at 3 dev can have 18 dev just from buildings alone, though most of it is going to be tax dev. That AI Zimbabwe is probably sitting on an absurd amount of development.
I just did a run as them with Infrastructure ideas, and while I was way too slow to conquer the world by the time I quit, I had 10K dev with about 500 provinces. Almost none of that came from manually deving up either, unless I had monarch points to burn, which I did. Zimbabwe's military ideas are really bad though, with only a morale boost, so you'll actually have to take a military idea group just to do things without flooding everyone Russia style.
Also, Mutapa can form Ethiopia and get even more broken missions for good measure.

I am a beginner player of EU4.... I have been told that the game ends at 1822 more or less... Do I need a mode to keep playing over that term?
You can play on past the end date, but the game isnt designed for that. There are mods that add content for doing this tho
