여호와가 행한 사역은 세상을 창조한 서막이었고, 이번 단계의 사역은 사역을 끝내는 종막이다. 시작은 이스라엘 선민들 가운데서 행하여 가장 성결한 곳에서 천지를 열었고, 마지막 단계는 가장 더러운 나라에서 행하여 세상을 심판하고 시대를 끝낸다. 첫 단계는 가장 밝은 곳에서 사역했고 마지막 단계는 가장 어두운 곳에서 사역하여 이 어두움을 몰아내고 광명을 가져오며, 이 사람들을 모두 정복한다. 가장 더럽고 어두운 곳에서 사람을 정복하여 모든 사람이 하나님의 존재와 참하나님을 인정하고, 진심으로 탄복하게 함으로써 이 사실로 전 우주를 정복하는 사역을 행할 것이다. 이 단계 사역은 대표적인 의의가 있다. 이 시대의 사역이 완성되면 6천 년 경영 사역은 완전히 끝난다. 가장 어두운 곳의 사람들이 정복되었으니 그 외의 곳들은 더 말할 필요도 없다. 그러므로 중국에서 하는 정복 사역만이 대표적 의의를 갖는다. 중국은 모든 흑암 세력을 대표하며, 중국인은 육체와 사탄, 그리고 혈기에 속한 모든 자를 대표한다. 중국인은 큰 붉은 용에 의해 가장 심하게 패괴된 자들이며, 또한 하나님을 가장 심하게 대적하는, 가장 천하고 더러운 인성을 가진 자들이다. 그렇기에 그들은 모든 패괴된 인류 가운데서도 가장 대표적인 사람들이다. 그렇다고 해서 다른 나라들이 다 괜찮다는 것은 결코 아니다. 사람의 관념은 모두 똑같다. 자질이 좋을지라도 하나님을 알지 못하면 그들 역시 대적할 것이다. 유대인이 왜 대적하고 거역했겠느냐? 바리새인은 또 왜 대적했겠느냐? 유다가 왜 예수를 팔았겠느냐? 당시 많은 제자들은 예수를 알지 못했다. 예수가 십자가에 못 박히고 부활한 뒤에도 사람은 왜 그를 믿지 않았겠느냐? 사람의 패역은 다 같은 것 아니겠느냐? 단지 중국인을 모델로 삼았을 뿐이다. 또한 정복한 후에는 본보기와 표본으로 세워 참고 대상이 되게 할 뿐이다. 어째서 늘 너희를 가리켜 내 경륜의 부속물이라고 하겠느냐? 사람의 패괴와 더러움, 불의, 대적, 패역 같은 것들이 중국인에게서 가장 전반적이고 다양하게 드러나기 때문이다. 중국인은 자질이 부족할 뿐만 아니라 삶과 사상이 뒤처졌으며, 생활 습관, 사회 환경, 출생 가정 전부 열악하고, 모든 것이 가장 뒤떨어졌다. 또 이들은 지위도 낮아서 이곳에서 사역하면 대표성을 가질 수 있다. 시범 사역을 전면적으로 행하면 이후에 사역을 전개할 때 행하기가 더 수월해진다. 이 단계의 사역이 이루어지면 이후의 사역은 말할 필요도 없으며, 이 단계의 사역을 완성하여 대업이 완벽히 이루어지면 온 우주를 정복하는 사역 또한 완전히 끝나게 된다. 사실 너희들 가운데서 행하는 사역이 성공을 거두게 되면 온 우주의 사역이 성공한 것과 다름이 없다. 너희를 본보기와 표본으로 삼으려는 의미가 바로 여기에 있다. 이들에게는 패역이면 패역, 대적이면 대적, 더러움이면 더러움, 불의면 불의가 다 있으며, 이들의 패역은 온 인류의 패역을 대표한다. 이들은 정말 만만치 않은 상대이기에 정복의 모델로 삼는 것이다. 물론 정복한 후에는 표본과 본보기가 될 것이다. 첫 단계 사역을 이스라엘에서 행한 것은 가장 대표적인 의미가 있다. 이스라엘인은 가장 성결하고 패괴된 정도가 가장 얕은 인류였기에 그 지역에서 천지를 연 것은 매우 의미 있는 일이었다. 인류의 조상이 이스라엘 땅에 있었고, 이스라엘이 하나님 사역의 발원지였다고 할 수 있다. 처음에 그들은 가장 성결했고, 모두 여호와를 경배했으므로 그들에게 사역하여 최고의 효과를 얻을 수 있었다. 성경에는 두 시대의 사역이 기록되어 있는데, 하나는 율법시대의 사역이고 다른 하나는 은혜시대의 사역이다. 구약에는 여호와가 당시 이스라엘인에게 한 말씀과 이스라엘에서 행한 사역이 기록되어 있고, 신약에는 예수가 유대에서 행한 사역이 기록되어 있다. 중국인들의 이름은 왜 거기에 없겠느냐? 그것은 처음 두 부분 사역을 모두 이스라엘에서 행했기 때문이다. 또한 이스라엘인은 선민에 속하고 여호와의 사역을 가장 먼저 받아들인 사람이며, 패괴된 정도가 가장 얕은 인류였기 때문이다. 처음에 그들에게는 하나님을 앙망하고 경외하는 마음이 있었다. 그들은 여호와의 말씀을 따랐으며, 제사장 옷을 입거나 제사장 화관을 쓰고서 늘 성전 안에서 여호와를 섬겼다. 그들은 가장 먼저 하나님을 경배한 사람들이며, 또한 하나님이 가장 먼저 사역한 대상이었다. 그들은 온 인류의 표본이자 본보기에 속하며, 성결한 자와 의인의 표본이자 본보기에 속한다. 욥, 아브라함, 롯 또는 베드로, 디모데 등은 모두 이스라엘인으로, 가장 성결한 표본이자 본보기이다. 이스라엘은 인류 가운데 하나님을 가장 먼저 경배한 나라이며, 그곳에서 배출된 의인 역시 가장 많다. 그들에게 사역한 이유는 이후에 온 땅에서 인류를 더 잘 경영하기 위함이었다. 그들의 ‘행적’과 여호와를 경배하면서 행한 의로움을 기록하여 은혜시대에 이스라엘인 이외 사람들의 표본과 본보기로 삼고, 그들이 행한 것으로 수천 년의 사역을 오늘날까지 유지했다.
