    I have seen korean phone games that had better character designs than this. This feels like something you'd see on an ad board in a Japanese shopping district.

      This was back in the early 2000s where character design and etc. isn't quite as strong in music games and there isn't a high benchmark to reach for music games MVs in particular; I can assuredly say that some of the earlier animations made for early Beatmania and bemani games are also about the same level of bad.
      Things only got better from here on both sides of the Sea of Japan.

      yep, and MVs got better in DJMAX when they announce the Metro Project initiative, starting with DJMAX Technika, then DJMAX Portable Clazziquai Edition and Black Square.
      They continued the trend with Technika2, then Portable 3 and Technika3.
