Instead of awarding contracts to build more "luxury" high rises, local government should work on updating the storm drain system in these areas that flood always. I'm telling you, the storm drain systems are either outdated or not maintained properly. Unless that's not considered, these floodings will continue. Trust me.
Blame decades of inept corrupt officials that only care about money and not things like this till it happens.... This is going to become more often not yearly but multiple times a year this is going to happen...... Insurance going to help and the government damn sure ain't going to help so these folks going to have to deal with this year after year all the cost
