The Caribbean is 7+ km deep and water is less dense that rock so its not a mystery. Hudson bay is shallow (100-200m), so the water doesn't explain the lower gravity.

It only seems like there's no gravity in space because of orbital mechanics, but astronauts experience gravity just the same as us. Since they're in orbit, it's like they're constantly falling while missing the ground. If the space station stopped moving horizontally, it would fall to the ground just like anything else at a rate of 9.8m\s^2.
