I cannot get the parry timing down. Do you tap block or hold the button right before his attack hits?

you definitely want to tap, not hold. If you hold, it'll drain your stamina pretty quickly. you gotta tap at just the right time. It definitely takes a bit of practice to get the hang of it, but it's really satisfying when it finally clicks!
