Finally, someone who gets it. There are times when the big bad villian must NOT be even considered as a possible victory for players. I get a little disgusted when I hear DnD videos saying "for the sake of balance you might want to dumb this down". If a group is going to go against the biggest baddest dragon in the realm in its territory and there are 6 characters of 15 to 20th level.... they are going to die. Not everything is fair. Tamm is that category and then some. His minions are that category. Greater spell casting vampires should fear him in the extreme. He is a master necromancer with hundreds of years of mastery. He is an assassin of greater mages. It's what he does. Now add thousands of undead minions and tons of magic items. Tamm is an army.
I know you probably get a dozen of villain requests per week, but I would suggest looking into Szaz Taams rival Velsharoon, the faerunian god of necromancy. I think hes kinda underrated as a diety

Balance is a myth xD if the party wants to face down the literally immortal king of a necromancy nation then they have to suffer the consequences
