If you think about it, a rebel metrocop fighting against the combines is not crazy like Barney was, but the different thing is that Barney is possibly already dead, and killing elites or hunters while being a metrocop is more crazy, since to finish off the Hunters would need a ball of dark energy, with the elites it is even worse since if we take the behavior of a metrocop NPC against an elite NPC the elite would still win. Now looking at the canon, maybe an elite or a hunter would finish off the metrocop due to speed, weapons and etc. The only way would be to be a protégé of Gman but that makes it even less canon.
Now if you ask about Freeman how he could, it's simple, he had the HEV suit, plus he already had survival and combat training in Black Mesa, not to mention his experience in Xen and in the same Black Mesa incident without counting gman
In addition to the fact that if we count the bad cop canon it is also questionable, in entropy zero 2 they add enemies like bullsquids or pitdrones that are directly enemies cut from half life 1 and 2. In fact, pitdrones are not canon in half life, gearbox went into creative mode xdd
