Community colleges are semi autonomous organizations and provincial governments controls the education portfolio. By the time federal government figured out the scam it has progressed too far. Agents in India were trying to push more students than Canada can handle to make money.

Then the Australians came to study the Canadian immigration system and copy it. under Trudeau Canada went back to the original Australian system. I don't think you have much understanding about both countries and the policies.
Australian population is basically in Perth, Adelaide, Melbourne, Sydney and Brisbane. If you don't believe it just go and look there. If you want to put people outside these areas there is not enough "water" to go around. It is the driest continent after Antarctica. Just do an internet check on the number of "desalination" plants in Australia. Farming is a major part of Australian economy. More people means more water to be needed as well as more farm lands will be used to build houses. Australia cannot afford it. That is why they have limited immigration. You need more people to grow the economy not less people. Not because Australians are very smart.
Canadian problem will solve in 3 years time. There are 1,000 people retire each and every day in Canada. They needed to be replaced. This is not the end of the world.

Large number of these colleges are meant to collect fee from students. In many of the collages ( not all of them) class is only two days and remaining 5 days students work for 8 hrs in Pizza Hut etc. these courses are running g to make cheap labor available to business
