Are you asking for her price to buy her scrunchies or what price you could sell your own for if you make your own to sell? I imagine it varies from country to country so I'd have a look at your local ones and base it loosely off that, taking into account your time and cost of materials ( and later on if building a business the running costs of electricity, wear and tear of machines etc ) while also remembering you may also have to pay tax on any income at all in some countries no matter how small. If you are a beginner sewer I would suggest selling at cost price and calling it practice and gradually working your way up from there as your skills increase. From a consumer point of view my own personal criteria for buying handmade items is that all materials used are brand new unless stated otherwise and I'm buying it because I either can't make it myself, don't have the time to make it myself or can't get the materials needed/wanted to make it myself.
