A President doesn't have that luxury. He/she must ALWAYS know the dollar cost as well. He/she is forced to balance different priorities, and do a cost-benefit analysis on every major decision.
This explains why all the press conferences go the way they do. Fauci will always speak simply as a scientist. But, he's not considering the economy, jobs, people's lives being destroyed by having no finances, people losing their businesses, the suicide rate skyrocketing due to job loss, and more.
