The USSR kept a close eye on all schoolchildren to scout out potential talent. Any child that showed marked potential for a particular sport was channeled into a well-funded system of clubs, schools, and sports science institutes with copious amounts of steroids and anything they could get away with. Karelin is what happens when absurd genetic potential is scouted early and developed by a massive institutional system with all of the PEDs.
