ctrl+f elderly -> page 18-48 shows walking speed based on % of elderly -> at >10% elderly, subtract by 0.3 ft/s, which gives 4.1 ft/s? Gives 24.3 seconds -> round up to A) 25 seconds

says Sp is 4.4 not 4 on pg 18-48?
