As per is 456:2000 clause 17.4.3 Concrete in the member represented by a core test shall be considered acceptable if the average equivalent cube strength of the cores is equal to at least 85percent of the cubestrength of the grade of concrete specified for the corresponding age and no individual core has a strengthless than 7S percent. That means required core strength is fck +(3*.85) not .85*fck
There is two criteria , One is depends upon acceptance criteria which is given in Is 456 And another one actual cube strength of that area from where core has been extracted
