Traditionally the way to wear a waistcoat/vest is to have it cover your pants waistband. Higher waisted pants are more traditional, so waistcoats used to be shorter, modern ones are longer. I don't know how old the Filson's vest pattern is but it may have always been intended to cover the waistband. When you wear a waistcoat that goes past our lower rise pant's waistband the vests have the problem you've noticed where the fabric will bunch up when bend over or sit, that's one of the reasons typically the lower button would be left undone on a vest, to allow the fabric move out of the way. All that crap is just fashion though, you're wearing this thing to stay warm while working outside, so practicality should take precedence, like how you've decided you want easy access to your tool belt so shorter waistcoat it is.

Normally with the height and weight your saying I’d recommend a medium but If your happy with the fit of the smalls so far maybe stick with it. Or order both sizes and return the one that doesn’t fit as well. Thanks for watching

I would go with the XLarge. Unless you plan on having a lot of layers underneath it like a thick sweater and need the extra room
