I guess the mounting orientation of the breeching inlet is wrong in this installation. The 1” hose connection outlet seen in the installation is a drain valve. So for the valve to facilitate drain function, it has to be located in 6’o clock position (which forms the lowest point in the system). But in the shown installation , the breeching inlet is mounted with the drain valve at 12 o clock position, which I think is incorrect..

Usually a check valve but no control valve. If it has a control valve it is usually a fire pump test header
