Of course when an officer is point a firearm in your direction you aren't going to move until he tells you you can if you don't have a death wish, so yeah she waited until he told her to get out of the car and then she FUCKING BOLTED. If the cop had screamed "get out of here" or "exit the vehicle and flee" I would agree with you, but you are giving the officer credit for something he didn't instruct her to do.

I think they are trained to verbally affirm everything. And he doesn't have time to look at all the other officers, he's watching the suspect. And it also communicates that the speaking officer is putting his lethal away and confirms that the other one has him covered and will keep doing so. The other officers might also be assuming the first one is covering him and put their guns down at the same time and switch to taser. Communication. And you avoid the need to think about what's going on which is very difficult in chaotic situations. They don't always have time to take a look around and see who is armed and who isn't and reach a logical conclusion, much easier to just follow procedure.

To be fair the alarms go off pretty frequently. Especially the security alarms. Scared the hell out of one poor lady just as she was walking out the door, and the super loud siren starts going off right over her head. I think most people are conditioned to wait until they see some vague sign that there is an actual emergency. A whiff of smoke, people running, yelling, etc. You can be super safe, but 99 times out of 100 you will just be messing up your shopping trip and waiting out in the parking lot for half an hour until you figure out nothing is actually happening.
But yes, even when there was actual smoke in the building or still took some doing to get all the customers outside. They really wanted to finish getting those groceries, you know, and there wasn't actually flames coming out the roof.

The cop doesn't have to wait for the suspect to brandish a weapon or point it at him to view him as a threat. The cop shot the suspect who was inches away from the victim and yet he didn't hit the victim, which is a much better outcome than what would've likely happened if the suspect managed to leave the scene with her still in the vehicle. Lastly, what you can or can't see in the video don't mean jack because the cop wanted the suspect to show his hands so HE could see them. Does the camera have a gun or does the cop? Exactly. Granted he got lucky the car was in park, but he was very aware of where he was shooting to ensure he didn't hit a bystander or victim, but he did so quickly and efficiently. He communicated clearly the entire time with dispatch and the suspect.
