This equipment bug can happen with a reverse integer overflow. If you go deeper than -2.1 mil of some equipment's balance, it will actually set the balance to positive 2.1 mil. And unlike with normal integer overflow, which is just a visual bug but the game correctly remembers that you have a ton of equipment, this overflow is legit. 'Negative balance' means your divisions lack, but if they in fact don't, this number is meaningless; 'positive balance' means you have actual equipment and it gets sent to the troops.
It's kind of absurd but there is genuinely a strat to exploit this, spawn a gazillion of 1 helmet units and then convert them to really fat divisions, overflowing the rifles deficit and causing these fat divisions to be fully filled.
Although I am struggling to see how you can achieve this with anything but the infantry equipment. What caused CAS stockpile numbers to max out is beyond me.
for the cas i think you just need to spawn all you cas an then cut de 100 plane things into smaller groups until all of you planes are alone and the game will try to make so that you always have 100 planes together and so you can have a really high amount of deficit so to do it you just need more than 2k aircraft an cut them up into smaller groups

And besides why would AI Russia have 20k planes, and why would they split them in stacks of one.

first of all 2.14 million? normally a 32 bit integer is 2.14 billion (idk maybe paradox uses some schizophrenic type thing for the equiment?)

I've played with memory of the Clausewitz Engine (the shit that runs the Paradox games quite a lot), values in the stockpile are multiplied by 1k for some reason - and this is fucking dangerous, because if it overflows you get -2m of the resource, also sometimes float and int64 is used for the other resources

At 35:32 your units cant even have fallback line for the blue line to work. They will attack if they have any orders. Use fallback line to get the soldiers around the port and then delete the order.

That number seems close to 32 bit signed integer limit, my best guess would be that russia had such a huge deficit of everything that it caused an integer underflow and gave them the biggest amount of AA and trucks posiible instead, although i don't think having a 2 million+ deficit of aa is quite normal either, even by ai standarts.

Due to the high amounts of equipment you 'captured' from Russia, I potentially know what happened. Hoi4 cant process really really low numbers (around -2 million iirc) and iirc the way that the capturing works is that it adds the captured stock to your stock, THEN accounts for any fuckery due to the enemy having a negative stockpile. It's possible you got an underflow error where it put you low enough that it swung back around to the max amount possible.
There's actually a strategy for playing China that you used to be able to do where you trained a bunch of 2 width infantry, deleted all your guns, then converted them to 40 width to try and get this bug intentionally.
