Love the project. Well thought out. You might try using a heat gun to seal the trash bags. Less heat will adhere the bag, more heat will melt away the bag giving that tattered look.
I wish you could have seen the look on my face when you showed how you changed the neck hole. We spent AGES with a heat gun to bend our skelly's neck; your method looks so much easier and looks fantastic, too. Great reuse/recycle of an old prop!
