These guys used to be called “The Adeptus Arbites,” but later the Arbites were specialized and replaced with local law enforcement groups. That being said, the Arbites should still have a presence on a Hive World of this size. One enforcing local law and the other enforcing Imperial law.

The Adeptus Arbites original lore was quite limited and nebulous, as the lore for them solidified over the years they turned into the enforcers of Imperial Law, not local ones, they became the last line of defense against planetary governors betraying the Imperium of Man, the first edition of Necromunda had experimental rules to play Adeptus Arbites, published in GW's White Dwarf magazine, though even at that time it didn't make much sense for them to be patrolling the Underhive. The Adeptus Arbites lore was "changed" long before this latest release of Necromunda.

Unfortunately they can only replace a dead or retired fighter in a campaign I think. It is quite handy to keep a team of Enforcer's numbers up as they take casualties during the campaign, especially cause they dont start with a large number of officers to begin with cause points. Rookies still make excellent meatshields though. Corpse Grinder bait.
I want to make a gang of judges. Sadly they don’t get Bolt Pistols as base weapons „only“ Bolters which is kinda anticlimactic but house rules for the win.
When Van Saar came out, I was going to get them, but I still had ad mech to paint. Then Palanite enforcers launched and I was head over heels, buuut, I ended up dropping the hobby for a few months. Needless to say, ordered a box of palanites tonight and they will be here in a few days...EXCITING!!!
The beginning of Total Recall always makes me think of these guys, the news footage where the soldiers are brutally shooting the rebels. And it just reminds me of Necromunda altogether.
Also the cults aren't heretical, as in they all worship the Emperor in some faction. And the Inquisition doesn't care in the slightest about petty crime.
1) Cause blowing up worlds just isn't in the Inquisition's interest. That's the thing they want to avoid. Exterminatus is always a last resort, like cutting off a limb to prevent the infection from spreading to the body. But you want to keep the limb, so you'll try all others options first. 2) Cause the Inquisition really couldn't care less about criminals and small time heretics. If you aren't summoning daemons or openly allying yourself with xenos interests, you are nothing to an Inquisitor. There are chaos cults on Necromunda, but none of them seems to have come close to succesfully summoning daemons. 3) The dregs are already kept in check. The Underhives are sealed off from the main hives. And whatever problem spills up there is rapidly repressed by local authorities before imperial officials can even begin to complain. No, truly, the Imperium doesn't care about gangs. If anything, gang activity is encouraged in order to toughen populations up and make good breeding stock for the guard.
"What does a state-sponsored human look like?" Answer: A soldier. That's one reason why folks coming out of military service have so much issue reacclimatizing to civvie life. An interesting aside: The Enforcers share a lot of similarities with the Tempestus Scions (formerly Kasrkin or Stormtroopers) in their whole reconditioning and indoctrination thing. Kinda fun parallels!
Outside the gangs on the game, I'd like to see about the Necromundan Spiders and Imperial Fists on Necromunda. The planet's connection to the wider galaxy, if you will.
Imperial Fists, Adeptus Arbites & Sororitas often distance themselves from the corrupt nobility unless there's one of their lot who actually gives a crap about the imperium most recruits come from the middle and underhive sections

I came upon this series as I've branched into Necromunda from Warhammer 40k (which I've played for something like the last 17 years, I think. And I love how rich in lore this one Hive World is, and how each gang is distinct. In a lot of your videos, you hit upon the themes and inspiration nicely. I appreciate your focus on identity. I have to say that I agree the Palanite Enforcers (much like the Arbites) are based on Judge Dredd (especially when you consider the classic sci-fi influences of Warhammer. The police state themes make them a microcosm of the Imperial too, in their conflicting yet symbiotic relationship with Necromunda's environment. I'd like to see more done to separate them from other groups that are already present in the setting.

There was a judge dredd faction called Adeptus Arbites, however I think GW got concerned that Judge Dredd would sue them. The original author worked with GW to make these guys as judge dredd as possible. But that was a long time ago.
The thing is the Arbites still exist so I’m not so sure that GW is super concerned about getting sued. Arbites just don’t fit in as well with Necromunda because they are the law enforcement for the Imperium as a whole. They are the FBI to the Palantine Enforcers local street cops.
did these guys replace the arbites? I've not really had a look at them yet. I'm focussing on my Orlock and Escher gangs first. I might get some of these though and kitbash with some Judge Dread bits, as I'm sure you can still get Dread minis. Fun fact, GW used to have a Judge Dread game back in the day, before they had their own major IP's.
From lore perspective: In the Imperium, the Imperial Law (the one written by the Emperor) is enforced first and foremost by the Adeptus Arbites. So the Arbites are an Imperium-Wide organization, most of their members are recruited from brainwashed orphans turned into killing machines in the schola progeniums. Arbites are everywhere in the Imperium but they only care about the truly important matters of the Imperial Law. They won't investigate a common murder for exemple, unless this particular murder leads to complication in the fulfillment of a planetary tithe, the victim was an Imperial official, or the murder is linked to chaos, xenos or other heretical activity. Palanite enforcer are just one of many different planetary enforcement groups in the Imperium. You could say that they are local cops (tho in their case, more like a paramilitary group), and they answer to the local government, not the Imperium directly. Most world has at least one (or multiple) such organizations (with perhaps the exception of truly primitive planets) to ensure compliance and the rule of local law (which can be different from the Imperial Law, although the later is always prioritary, same as for eg State vs Federal law). Tldr: Arbites are the FBI Palanite Enforcers are one amongst many local police department
I doubt that the enforcers are THIS hopelessly outnumbered, else any serious rebellion would have crippled the Governor's grip on the world in a matter of days.
Just painting some up now so thought i'd have a listen while doing so, you mentioned that they're nameless but i invested in a FW Scrutinator-Primus and she's named (Servalen) so are they are a separate entity and don't rise through the ranks?

You might want to consider enrolling in a Law Enforcement citizen academy to get a better idea of how American law enforcement works. The most obvious difference is the care given to protect even the subjects rights and how restrained most officers are
American (and many other) police are obviously brutal and corrupt but no, Imperial enforcers like these guys are way worse. At least real world police mostly have to hide their violence and incompetence. Enforcers do it brazenly. Lethally suppressing worker strikes, or food riots, or Chaos cult uprisings is just another weekend for these guys. They are accountable to absolutely nobody. As bad as real world cops are, these are a whole other level.

Cause the planets government keeps those things on the downlow, and they pay their tithe reliably and are in good standing :)
