The class taught in the Academy is, "I'm the Victim and Extra Charges" and it's an entry level 101 class.

The local Police Chief, DA and Judges become part of the damage limitation process for their city/county. Turner v Driver was only established after Battousai (Turner) went to an appeal court and had the corrupt system held to account.
They will lose nothing. Allowed to resign so they can keep their pensions and rehired by the next town. And the lawsuit? All they have to do is say "I didn't know!" And they get qualified immunity. Even though it's well established they will claim ignorance and the tax payers will foot the bill for their *CRiMINAL* actions. Hollywood elite and government officials are the only people allowed to publicly assault someone and face zero consequences.
It isn't that they *can't*, it's that they've never needed to understand it. They've been coddled by authoritarian government for so long, the idea isn't even a thing in their world.

I'm so sick of thug cops avoiding accountability by resigning. They do this to stop the IA investigation. But that shouldn't stop it. If the IA investigation would have resulted in termination, they should be BARRED FROM EVER BEING AN OFFICER, ANYWHERE.
There should be a notation on piggy's personnel file: resigned prior to completion of IA investigation.
It should be required that any IA Investigation must be completed before they can even apply for a position in another department, especially when they resign under such suspicious circumstances.
Unfortunately they all got each other's back incase it's them the next time. I don't know how they sleep at night or face their friends and family and act like they are a decent person. Some day because of them it will happen to their grandchildren or great grandchildren and they won't be there to fix it.
They should go to jail actually....

These tyrant bullies should not be allowed to resign. If they try while under investigation, they should automatically loose police certification, and charged if warranted. A civil suit against the city should be pursued, and the officer should be prosecuted for assault causing bodily harm to the auditor. Three day suspension is not enough for the complicit officer. He has proven he is not fit to hold police powers. He should be fired and prosecuted as well. Only when these criminals suffer the indignity, pain and loss they inflict on others will police arrogance, criminality and tyranny be stopped.
I think that if a cop resigned while under investigation, criminal charges should be filed.

@@RightToFreedomGirl almost every Police department starts a pension fund for their officers immediately upon employment there may not be much in there but any little bit of money that an auditor can get helps and any little bit of money you can take away from a tyrant helps even more.

He was obviously in fear of his life, hence the twisted finger and sudden onset of fear induced asthma. This officer deserves a medal and possibly even a promotion in rank and major pay raise for putting himself in between the camera and public. What bravery and integrity, it brings a tear to the eye and tingle to the loins.

That "can't breathe" stunt was either an act to make his case or was an actual panic attack at realizing what he just did
He was so scared of the camera and after he got all the adrenaline out assaulting the cameraman, it resulted in a panic attack.
In complaining about shortness of breath, the cop was probably trying to spark a narcotics investigation into possible possession of fentanyl by the citizen he attacked.

Interesting to note that when the officer said he "couldn't breath" we didn't hear any of the other officers give a snarky reply such as "if you can talk you can breath".

No cop should be allowed to resign *while* an investigation is underway, prior to its disciplinary outcome. Far, far too many times resigning is little more than a "Get Out of Jail Free" dodge around taking responsibility for their actions. Preserving their pension and licensure so they can simply go get hired at another law enforcement agency.

There's no record of the cops failure and no finding of them being at fault...
Cop moves over a jurisdiction or two and applies for work as a cop .

I'd like to see the part where another officer informs him he's likely to get in trouble for assaulting an innocent bystander with a camera.
I hate the fact that the tax payer will pick up the cost for the actions of these tyrants. But it HAS to reach a conclusion, and as Battousai says why does the force just not educate their officers in citizens basic rights. This abuse has gone on long enough its just sickening!

Have to ask ATA, but SCOTUS said license plates are in plain view of the public and not subject to privacy. For the cop to say "recording license plates are illegal" [sic] shows how ignorant he is of the law, or he lied.

I don't understand why the IA investigation stops when the officer resigns. Didn't the incident occurred when he was employed by the department?
