You must agree to the iCloud Terms and Conditions as well. So if the service has a new agreement it will not work until you manually acknowledge and agree to the service. .

@UGLYBOY ! Try looking under Settings and select your name where it shows Apple ID, iCloud, Media & Purchases. Select iCloud and make sure it’s completely setup.
