Looking at the breakdown video from Uniform History, their vest is more complicated than that. And I think the suspenders seen are closer to the ALICE pack straps.

combine armor is ridiculously heavy as fuck and would likely stop .50 bmg irl, both because the combine are augmented enough to be mobile in that but also because they may not even have enough natural organs left to even die from hydrostatic shock

the combine didn't use human soldiers in the seven hour war cuz they didn't have any until they won the invasion, meaning everyone was fighting striders, hunters, gunships, and dropships the entire time.

As someone who loves the aesthetic of the HECU and gasmasks, I cannot IMAGINE the level of suffering these guys are going through wearing combat vests with extra weight and a gasmask in New Mexico weather. Sprinting around and stuff too.

For the marines that managed get out from the inner part of black mesa for rescue / stationed outside, it's gonna be the hottest day ever for them.
For those who are trapped inside the facility, they'll feel they're not equipped well enough for this after finding out just how clumsy Black Mesa is at handling dangerous stuffs, especially their dangerous layouts
(I mean just look at Blast pit, on a rail, apprehension, and questionable ethics chapter, there's no way those parts of the facility are OSHA certified)

Nothing against the HEV suit. But the PCV seems more functional ajd more practical overall. I feel as thoufh it would be more light weight, unlike a heavy suit that requires battery cells to function.....which also doesn't come with its helmet °~°
That's because the HEV suit wasn't made for combat
Even though HEV might be heavy, they probably have some endoskeleton that makes the user have more strength. This can be proven by Adrian swinging wrench slowly while Gordon can swing as fast as fucking sword
The HEV is not even made for combat, and also it does have a helmet as you can see dead scientist wearing it on xen, the only reason why gordon doesn't wear a helmet because its was intentional by valve so you can see his i.e. the box art
Both are good for their users. The HEV is good for Black Mesa since it's a full body suit and it probably has full nuclear, biological, and chemical protection while also probably amplifying a less physically capable scientist's strength and the PCV is good for the HECU because it's lighter, more easily removable, and probably a lot more mass-producible.

I genuinely wish we got to see a bit of these guys during half life 2. The HECU I mean. They most certainly looked bad ass. Even if, from what I know, they where rather underwhelming in terms of effectiveness.
Underwhelming? Brother, they were fighting against THE Gordon Freeman. Besides, can't exactly blame them when their enemy is an all knowing telepathic other worldly being that can teleport it's armies whenever they are the most effective. And you have to remember that Xen was gearing up to fight THE COMBINE, not Earth, of course an unprepared branch of the US military was gonna get their ass wiped.
If Half Life: Opposing Force was lore accurate (which it was considered not to be) then the HECU were a bunch of new cadets right out of training, simply because they were disposable and could be eliminated after they did their job. The Black Ops team was supposed to mop everything else up.

that shit was so dumb. They should've capitalized on the unique experience of a HECU marine as well as the higher difficulty of Opposing Force and made it just a normal plate-carrier. You wouldn't be able to use health stations; medkits would take time and leave you vulnerable; you wouldn't know what's radioactive until your vision started to get hazy and you started to drift around (as well as any heavy damage cause no morphine); no suit-armor; and weapons would genuinely slow you down and you could only carry 3
