I do street cinematography alott and occasionally indoor music video shoot for myself and DJI action 4 works the bestt for me it's an excellent option and being a professional cinematographer I can prefer it to everyone whose purpose is similar to that of mine.
Under 40000 rupees me agar koi chota camera mil jata ho jisme optical zoom ho toh for max use case not involving adventurous shoots, a proper camera will do the video part WAY better than an iphone or action camera. Mainly due to sensor size and the quality of images and videos delivered. Mere ghar me ek Nikon Coolpix B700 hain, usme 20 MP ka sensor hai, aur uska sensor ek phone ka sensor se to bahut bada hai. Woh 4K 60FPS tak shoot kar leta hain videos ....aur usme ek folding display hain. Woh camera aj nahi milta. 2016-17 me liye the isko 21k price point me. Iska ek hi problem hai, camera vari hai thora.

problem with android phones for VIDEO is most android phones (other than S series and pixel) don't support apps like black magic camera app and even if you find a work around they are not as optimized as we find on ios. Recently apple has released it's own pro camera app that works exceptionally well. Also problems with android phones is they have higher megapixel count that create noise in videos, if you are in the camera space for sometime, you'd know fewer megapixels results in cleaner videos (no wonder FX3, a7siii, zve 1 all have 12 MP sensors)

Get a zve10, spend some money on sigma lenses (16mm, 30mm and 56mm) . Boom. No phone will ever touch the quality. Also get a gimbal and mics/lavs. Then upgrade to fx30 😀 and still use the same lenses.
