    FOR EVERYONE CONFUSED IN COMMENTS
Under Pitt’s India Act (1784) the Governor-General’s Council was composed of three ‘Ordinary Members’ and one ‘Extraordinary Member’ (the Commander-in-Chief).
Under the Charter Act of 1833, the number of ‘Ordinary Members’ was raised to four, and the Commander-in-Chief remained an ‘Extraordinary Member'
*SO NO COMMANDER IN CHIEF WAS NOT ADDED IN CHARTER ACT 1853*
He existed from Pitt's act of 1784 but was an extraordinary member and still remained an extraordinary member

      In pitts act
They distinguished the commercial and political work
For the purpose of trading they make separate body called court of director
And for administrative and political function they make the body of board of council

Now how come GG of India had 5 more members to support him?
