LCS and VCS on PSP used a modified version of Vice City's engine. Theoretically the 3DS is a bit more powerful than the PSP, so this kind of ports would definitely be possible.

Honestly I was really surprised that GTA: Advance was not ported and made too look more 3D on later generation handheld devices like Sony PSP or Nintendo DS (as those devices were clearly more capable of running the title than the weak Nintendo GBA). Don't get me wrong the GBA can handle 3D but it is not as powerful CPU or GPU wise and really struggled with many pseudo 3D titles.
I love these alternate universe projects. Making ports or demakes that were never made, adding lore accurate mods to improve a vanilla game into a homemade remaster or reimagining. I feel the same way about my other hobbies too, electronics and vehicles. It's just fun to make things do what they were not intended to do or put things where they don't belong lol

I am quite experienced with switch modding, haven't done anything for the 3DS since 2020. With that in mind, these ports can definitely be optimized. Instead of the cutscenes, use pre-rendered videos of them instead. This would allow for the original cutscenes to be playable. Another thing that ended up being helpful for a few projects of mine, was an optimization flag set in the makefile. That could also help improve it. The source code to these are definitely still out and about.
I kind of miss these overly ambitious mobile ports. I like trying to beat games in their most obscure release possible. Still if you actually manage to finish the game like this then you deserve a medal. SAM? Good luck lol. 4:09 this is so cursed WTF?

3:54 seem funny to ask if a PS2 game supports 3D mode... but Doom and Quake homebrew ports actually support it, so it's not completely out of the question
there is a version of re3 gta3 port you can play with the steroescopic 3d enabled. you have to run the re3-stereo.3dsx to play it with steroscopic 3d enabled. it understandably has worse performance, but i'd imagine it would run smoother with the 3ds overclocked and lowering some of the in-game settings, maybe playing with the radio stations turned off would help too. driving around in first person with 3d turned on all the way is a super cool and immersive experience

I don't imagine you'll come back to these ports, but the radio issue on VC also happens in the PS Vita port (although not to this degree) and if switching to a different station, pausing the game and resuming doesn't fix it, reloading a previous save will.

Honestly, I am not a fan of the 3DS due to it's low resolution when compared to the VITA (honestly, I think 3D on the PSP looks better) But the novelty of seeing GTA3 running on that very same low-res screen is just absolute magic. I really cannot wait for more decomps to get ported to the 3DS. Jak and Daxter via OPENGOAL would be brilliant.
Looks like Vice City has some bugged shaders which causes slowdown. The screen effect almost looks like PS3 era bloom rather than the usual tasteful film effects we are used to. I think the option was called "trails" in the original game. If you have that, try turning it off.

I followed that re3 development from start to finish and it still upsets me. I really wanted them to make it to san andres and then hopefully move on to the games that really need it. I'm mainly talking about the PSP titles since there's no way to comfortably play those on PC without emulation.
For some reason it normally crashes after 10 minutes of gameplay on my new 3ds xl. I guess it might have something to do with getting 4 star chased by the police and that it might be too much for the 3ds itself

Then I'd recommend looking for a Reddit post titled "Full Speed PSX finally here on New 3DS / New 2DS XL". In the comments someone also wrote an update. I'd experiment a little and see what works. Those settings should greatly improve the experience! Hope that helps :)
I feel like if they ported the android versión on the Nintendo 3DS i think it would hav better fps and a little bit better graphics and better establity on the 3ds. The Vice City on a TP-Link router is not really what it looks like. It has an external GPU installed in it. Its impressive, dont get me wrong. Writing code to run on a router is akin to rocket science. But dont think for a second that a router has the ability to render 3D graphics lol.

The reason why the new 3ds makes this possible is with the new 3ds it's has a more modern CPU that allows a much more common and easy to use programming language. It's able to run code the old 3ds can't
the original 3ds had a 268 MHz dual-core ARM11 MPCore CPU; the new 3ds has a 804 MHz quad-core ARM11 MPCore CPU. that's twice the cores and thrice the clockspeed. absolutely nothing to do with the programming languages being used. it's just like a CPU upgrade in a desktop computer.

The only games that were ported officially that I'm aware was Metal Gear Solid 3 and Minecraft, MGS only had framerate issues and used sensitivity feature on the bridge part while the PS3 port didn't used that feature for the Sixaxis controllers, the Minecraft one had some issues since it's last update because of the loading times when walking around the maps and people were complaining about the controls feels different than the home consoles version
