Not through any fault of their own, they were the first set of playable characters that weren't Ryun or Ken, but they pale in comparison to the later characters of the series. But not the new SF4 ones. The new SF4 ones suck (except for maybe Abel and Juri)
In my opinion the issue with the SF2 cast is that for the most part they're just stereotypes, not saying they're bad but you're not gonna tell me that the SF2 cast is better than SF3's, it took years for them to develop and some of them are still very weak characters(Blanka is hot trash in my opinion), SF3's cast is more interesting from the jump. On the topic of SF4 I think its art direction(if you could call it that) and poor graphics played a huge part in those characters being underwhelming, Gen is probably the only character that was improved upon artistically, he wasn't even a new character.

I think the reason Urien reacts negatively at the mention of Tom is because Gill fought Tom. Maybe Tom had Gill's respect which Urien could not tolerate.

I love these videos because I'm someone who's newer to the SF series and I love hearing all about the characters, and even the importance of visual design and how that ties into characterization. And your Nights video definitely gave me a whole new appreciation for the character that I initially disregarded as just being for kids and having no depth, and I have now come to really love and appreciate that character. actually urien is more like the kazuya Mishima of street fighter because later on Vegeta becomes more of a fleshed-out character during the Majin Buu saga well kazuya has always been evil hopefully in Tekken 8 Hill change if Namco ever does make a Tekken 8 which I don't think they will but we'll see in the future

As far as visual design goes Urien's appearance is more in line with ancient Greek and Roman athletes and emperors. The similarities to Judas are speculated to be based on Urien's betrayal to his brother Gill, in the way Judas betrayed his brother Jesus, but it's not a visual design aspect more than it is a story element.
I think that the mere mention of Tom by Alex and Urien's reaction upon the name might suggest that Tom could be someone who defeated Urien in such a way that even humiliated him. After all, Tom is a military man who is also highly trained which makes him a very important force in the SF world. I might even go as far as this is the reason as to why he was kidnapped by the Illuminati. And I even think that it was Gill, as some sort of recruitment like the rest of the street fighters since he is looking into creating a new paradise with the strongest of the world and what a better candidate than the man who beat his brother Urien?

Capcom has said that Urien and Gill originate from the Mediterranean sea, so by this and the way they dress and the way Gill's stage looks in SF3 i would suspect they are Greek in origin. We also don't know what Urien wants to do if he gets his brothers seat, he just seems to want it because he is a megalomaniac and a narcissist, Gill has a plan for humanity apparently. I like the info and details you give on Urien, I often wondered what his role would be like in future games because of his rank in the Illuminati. I find him to be more interesting than Gill because of his motivation. Also I would like to see a video about Necro, I think his design is rather interesting and his moveset has a certain theme that's related to how he was modified.
I love these because they're proving so helpful for when the DLC comes out for Street Fighter V. I know that's your plan but it's still genius regardless.
For Me, While Urien is a Jerk, he doesn't feel super Antagonistic to me. Sure, he's willing to do anything to gain power from his brother, but that's really because of his inferiority complex, which he got from his brother, in a way.
One thing I've noticed is that when he does his Jupiter Thunder move, he says "Upitel Thunder." With Jupiter, switch U with Ju, and L with R, and you get "Yupitel." With Urien, switch U with J, and L with R, and you get Julien.

I'm glad to see you're enjoying yourself covering all there is to know about certain SF characters but, to be honest, it's getting a little bit repetitive Will you ever do profiles for other Capcom characters (There are a lot of franchises to choose characters from such as Darkstalkers, Rival Schools, Cyberbots, Star Gladiator, Red Earth, Tech Romancer, MM, Breath of Fire, Battle Circuit, Captain Commando, Devil May Cry and a large etc)
Ever thought about making a Who Dat for Akuma? I think it's worth noting how much of a major character he is to both Ryu and Ken as he is the brother of their master and the one who killed him as well. He's also probably the only character to possibly kill his opponent in a battle, as if he defeats am opponent with a Super or Ultra attack (mainly Raging Demon) the announcer will not say anything. Including his usual "KO!".

I'm glad to see you're enjoying yourself covering all there is to know about certain SF characters but, to be honest, it's getting a little bit repetitive
Will you ever do profiles for other Capcom characters (There are a lot of franchises to choose characters from such as Darkstalkers, Rival Schools, Cyberbots, Star Gladiator, Red Earth, Tech Romancer, MM, Breath of Fire, Battle Circuit, Captain Commando, Devil May Cry and a large etc)
Ever thought about making a Who Dat for Akuma? I think it's worth noting how much of a major character he is to both Ryu and Ken as he is the brother of their master and the one who killed him as well. He's also probably the only character to possibly kill his opponent in a battle, as if he defeats am opponent with a Super or Ultra attack (mainly Raging Demon) the announcer will not say anything. Including his usual "KO!".

I'm calling it now, I bet Urien had a hand in Nash coming back. I had noticed the gem a few weeks back and had that random, stray thought.
As much as I play SF I didn't know Urien and Gill are brothers, guess it makes sense since they have a lot of similar moves
