These days, VST's that reference the cloud or AI, will have a necessary internet connection. The plugin will work without internet after it loads and authorizes until you close the plugin. This is for anti-piracy among other things but you can request an internet free version although it will be limited.

I can't mess with any vst that has to be connected to the internet to work, because you don't own such a vst.
