The weekly VIP I think at vip 9 maybe 10. Trust me it starts out slow getting at first but before long you'll have a lot of that and waiting on heroes to use it on. Currently I have all heroes at 5* and 17.9 million starlight I can't use right now.

I know people that have never spent and they've been playing for about 5 or 6 months and already have a 25 city (in a good alliance it should take about 2 or 3 months with no spending). The game is still new. New games dont focus on the spenders. But you can still benefit from spending in a lot of ways. To answer your question, yes.
