- A shocking case of sex abuse by a school bus driver has put a new focus on the value security cameras on school buses, according to Montgomery County State's Attorney John McCarthy.

Former Montgomery County School Bus driver Etienne Kabongo was sentenced to 90 years in prison with all but 40 years suspended Thursday.
He was caught on camera sexually assaulting four special needs students.
"Thank God we have cameras on buses," McCarthy said.
Kabongo had been driving a Montgomery County school bus for 16 years, according to testimony in the case.
But by 2018, new camera systems were being installed.
When a parent raised questions about her daughter's interaction with Kobango, McCarthy said the video was critical.
"These are are profoundly handicapped kids, most nonverbal, who could not articulate what happened to them. But the camera told us the story we needed to have," McCarthy said.
Investigators documented four sexual assaults by Kobango, who was sentenced to 40 years this week.
A school bus camera also documented an attempted kidnapping of a middle school boy last week in Gaithersburg, according to Steve Randazzo, an executive with BusPatrol, the company that puts cameras on busses.
In the state of Maryland were on 4751 school busses," Randazzo said. “This is a proud day for our company because of how passionately we believe school safety is."
Much of the attention on school bus cameras is on the automated systems that catch motorists violating the prohibition on passing stopped buses with lights flashing.
In Maryland the fines are $250 per ticket, with more than 36,000 tickets issued in Montgomery County last year.
Randazzo says school districts can opt to use some of that money to install security cameras inside buses too, which Montgomery County chose.
The company provides camera systems in 9 Maryland Counties including Montgomery, Prince Georges, Anne Arundel and Charles.
The investigation into 67-year-old Etienne Kabongo began in July 2018.
Two of the victims were minors at the time of their assaults, and the other two were 18 years old, according to police.
At the time of his arrest, the school district confirmed Kabongo, also known as Mr. Steve, was no longer employed with them.
Kabongo pleaded guilty to several charges, including Sexual Abuse of a Minor, for the abuse of the four girls. However, he maintained that he was not criminally responsible due to an alleged mental disorder. Thursday, a jury found Kabongo criminally responsible for the sexual assaults.
In addition to his prison sentence, Kabongo was ordered five years of supervised probation should he ever be released.

This is just so wrong and disturbing. Who knows how many vulnerable kids this person abused before the cameras were installed in 2018.
He has left a very long trail of victims, not just a few. One is way too many.

My daughter with autism is now 18, while she was in school I never let her go with the bus since they didn’t had a trained aid or assistant with them, so I ended up getting another job with less pay just to be close to her school and been able to take her and pick her up at noon, these kids are very vulnerable and it’s up to us parents to protect them…

Unfortunately we have to have those good touch bad touch talks. Be open with your children to talk about anything so hopefully if it happens they speak up. Kids are afraid and ashamed to tell. So predators never get caught. If children know this must be told to someone they trust. We hate putting bad thoughts of what could happen in our kids brain but unfortunately we need to.

Sorry to have to break it to you but having live feed do mean s*** either. There's a RUclips video showing where the work I think it was daycare was purposely stepping on the child's finger. Luckily the mother was paying attention during that time and saw that.

People with special needs are incredibly vulnerable and most people in school systems treat parents like they're insane if they ask for an appropriate level of caution in situations like this. I've been in that situation with my daughter and it's horrible the way they treated me when I raised concerns about things of this nature. Some of them even acted like they were personally offended. It makes it difficult to put your children in their care at all but so many of us don't have much of a choice. The fact that they weren't reviewing the recordings that were easily available as a general practice is troubling. To act like it was a stroke of luck to have them as evidence AFTER THE FACT is disgusting. They were negligent. Children were victimized and they could have prevented it.

These men don't just start molesting kids at 40 either. He looks like he is 40's-50's, so if he worked there for 16 years, let's say he was hired there at 30. I can tell you from experience with these guys, he probably started "peeping" at 14, and molesting by 16 or 17. He was doing this for a long time before he drove that bus, and has left a long line of victims in his wake. That is what is so awful: studies estimate that for every victim that is identified, there are 10 more he victimized who aren't.

As mother of special child this man's actions make me sick. That's why my child never ride bus school I drive him every day to the school.
It's disgusting that a person would abuse innocent and disabled children. There's no telling how many times he did it without getting caught. I wish he got 40 years for each victim. And I hope he gets the same treatment in prison.

Sick, sick man. This is exactly why my non verbal daughter doesn’t ride the bus and actually shouldn’t even go to school for that matter. This world has more bad than good and it’s heartbreaking and terrifying.
As a mom of a nonverbal autistic daughter I’m in fear, lucky for us her brother is always trailing behind her, to the side of her, on her right on her left, but my hearts go out to these families that had to have this become a reality! 😢😢😢
I don’t understand how after 4 assault they found out this is ridiculous how they don’t check cameras that same days every day would of prevented the other assaults 😡
They probably reviewed the camera and discovered all four after the mother complained. I'm sure they didn't ignore it. In most places cameras aren't reviewed until a complaint is made. The question is how many monitors were on this bus or did the camera "replace" them???
