Skyscrapers do wobble tho. The higher it is more wobble it’s got due to wind. It can minimized with special designs and shape of the building itself. Point is, China's structural integrity is dubious at best. There is no earthquake or strong wind. That building is moving on its own. In 2020 alone, China had 4 building collapses.
I worked in the Sears (Willis) Tower years ago and you could feel the building sway sometimes. Building management said it was supposed to do that.
If it didn't it would snap and structurally fail. Engineers design buildings on rolling systems or springs at all four corners in San Francisco

Unsurprisingly, this is supposed to happen. It’d actually be worse if it DIDN’T sway, as it would be damaged in the case of an earthquake or high winds. You can’t make tall buildings too rigid, as they pick up a lot of wind resistance.

True, but it depends on how _much_ swaying there is. It's really difficult to see the building swaying when the camera is moving as well. I've seen some "made in China" videos where infrastructure such as stairwells have just collapsed entirely.
