Kinda late, but it's probably because the devs expect him to have a lot of synergy with Zoe. They tend to prioritize voice lines for champs they think will work well together in gameplay. Hence why Miss Fortune has voice lines with Quinn, for example, even though they have zero lore relations or similarities.
Saving my wildcards, maybe robot/machine tribal with heimerdinger and possibly blitzcrank? They can change heimer to care about machines instead of only turrets (and change the turret subtype to machines/robots) and the machine/robot subtype to various cards like submeowrine, catastrophe, plaza guardian, etc.
Great voice lines made me wish viktor was in the game. I only have one critic Viktor lacks emotions I don't think he would feel so provoked by zoe nor resorting to insults
