I'm pretty sure Janeway is just Kate Mulgrew wearing Star Trek cosplay. From what I've heard about behind the scenes drama on the show it's not surprising the captain is borderline an evil parody.
They assembled a good cast and then wasted almost everybody. Picardo at least tried by redoing various lines he'd been given. Garret Wang claims that he was told to act that way, but I have no clue if that's true. Beltran was so utterly wasted on the show that he has a perma hate boner for it and the fans.

Im so glad Jeri Ryan is such a talented actress. This role was clearly written for a lesser actress at times. I think that talent is why fans were so excited to see her return in the newer Trek, despite any shortfalls in writing.
And then they turned it around after Season 2 to give her a kickass proper fleshing out in Season 3. Now, if only they'd get up and actually make Legacy... Future commenters, I hope I'm vindicated, and not sorely disappointed.
The beginning of villain decay for the Borg, but a good story finally fully detailing Seven's backstory. It's all but spoken that Queens are manufactured- when one dies a new one gets made with the same memories and purpose.
In case of Seven it was later revealed that she has latent ability to resist and by extend control the Borg. What by extend make her a queen, even if not the same as the main one. Queen was cheesing her to eliminate Unimatrix Zero. So a rogue faction created subconsciously by Seven. BTW, in my head canon it is why Voyager was so effective against cubes (Putting aside bad writing).
Imagine Voyager looting derelict ships, debris fields and enemies they damaged becoming just the default behavior the more times goes on. We start with voyager being this TNG area starfleet starship, but more and more the props department introduces alien artifacts into the sets. That would have been awesome.
Annika's dad in Dark Frontier is played by Nickelodeon show "Salute Your Shorts"''s camp counselor, Kevin "Ug" Lee. He passed away recently, so that's sad. But after finding out this tidbit, I can't help but think Budnick and Donkey Lips are off screen mocking Seven's dad for getting assimilated.
Just remember: Janeway was never intended to be the captain of a deep space voyage. She had been sent into the Badlands to hunt Maquis. Her behavior makes more sense when you understand she's a front line warrior rather than a soft spoken diplomat.
Jeri Ryan is so beautiful, it's a curse. She's an amazing actress who keeps getting treated like a bimbo because she's gorgeous. She's really talented and it's great when she gets the chance to shine.
I really wanted to like this episode. Watched it multiple times back in the day and i still like all the Seven and Anika-parts. But the Borg Queen ... yeah. First Contact is my third most favourite ST-movie after Khan and Undiscovered Country, despite of it's problems, which also have to do with the introduction of a certain character. But unlike First Contact, where the personal feelings of the Queen did not interfere with her overall plans, this makes no sense. Her interest in Seven doesn't seem justified, especially when she says she needs Sevens insight into humanity, only to show her that she already has a plan to assimilate Earth without the need for help. And by the way, the attack on the colony with THREE ships, two of them are cubes, might indicate how you could bring the Federation down: Just send more than one ship next time! If a colony world with 300.000 people is worth such a big investment the whole Federation should be worth even more. No wonder this version of the Queen was later scrapped ...
Frankly, I'd argue that if not for the risks of being assimilated and teaching a highly adaptable enemy, Borg ships are perfect targets to smash and loot. They are not a weaker state to be protected by the prime directive, and the Borg are in many ways fundamentally and actively against the thinking of the prime directive. In fact, protecting less developed cultures to allow them self determination is a consequence of kicking the Borg collective's teeth in. They're an enemy state without civilians whose values directly contradict the Federation's. Mind you, I wouldn't be gung ho about seeking them out with only one ship and ostensibly limited resources, but if you happen to break their stuff into usable chunks, loot with care. Though black market stuff should also be considered to get home.

I wonder now what you think of the Picard episodes, where Seven was still treated like shit by the Federation. By the end, though, they gave her a ship and some other rebellious Federation misfits for crew, especially Picard's son, who was really intriguely acted by Ed Speleers, I thought. Not sure that series will ever get made, but what about Seven as captain, ordering crew around? Does this make up for her bad treatment by much of the Voyager crew? WIsh you would review some of those Picard Borg episodes, on their humanity. I like where you are going with this argument for Seven's development. Maybe something can be salvaged from Voyager.
The idea of a borg queen isn't bad, but it was wasted. Instead of a borg queen always existing, they should have been a reaction to what the Enterprise crew did with Hugh.
I would have loved to have seen an episode where Picard and Janeway crossed paths and it would have been interesting to see how they interacted with one another? We know that Janeway had a lot of respect for Picard as she mentioned him a few times favourably but we know that she had a way of rubbing people up the wrong way and could be incredibly difficult and stubborn and I would have loved to see how Picard would have handled her as he was known for being quite patient and diplomatic....a bit like the immovable object meeting the unstoppable force! Picard would win in the end because he could pull rank on her even though they are both captains I believe that Picard has been captain longer than Janeway and he commands the superior class of ship.....it would have been fascinating to watch how they engaged with each other..... An opportunity was missed imo
A piece of head cannon I have is that 7 of 9 was a Borg princess. That the collective was trying to raise a new queen. Possibly a queen that can infiltrated Unimatrix 0. Anyway could of been the Borg’s reasoning for releasing 7 and trying to give her, a blank Borg slate, a unique identity. She isn’t rediscovering an old identity, she made an entirely new one that is a synthesis of he human and Borg.
Strange thing is when I watched these episodes on Netflix a few years ago, the scenes where Seven overhears Tom and Harry in the mess hall and the scene where Torres is going through Seven’s stuff are missing.

It probably was, but Janeway told her personal assistant that she was forbidden to ever mention that fact without facing a court-martial. This was truly Janeways plan and nobody can proof that it wasn't!
I always thought Ryan was an actress who usually didnt get cast unless "we need a large breasted blonde!". She was brought on to Voyager for sex appeal after all, but defies expectations and proved to be a very capable actress.
Maybe it's just me, but I feel like assimilating children is inefficient. You have to replace many of the cybernetic parts like arms and probably in the torso, especially if the child is young enough that they haven't started puberty yet, which might require replacing them several times. It feels like the Borg would be better served either leaving the children of assimilated races, raise them somehow until they grow to adulthood, recycle them for organic material, or use some form of artificial aging system on them.
Maturation chambers. They do the second definitely, and probably the fourth, of your list - 'raise them' in a big tube, and probably artificially age them in that tube. I don't know if Seven's experiences as a child in the Borg hive were ever really elucidated, whether she was stuck in a tube for 10+ years, accelerated aging and popped out after a couple years to breast boobily around, or worked as a drone even as a young'en. Edit: Memory Alpha claims she went into a maturation chamber for 5 years and then became a drone. I don't know where they got that info, it's not sourced, but assuming it's true - then yeah, they artificially age the kids.
I remember when this episode first aired, and just how stupid and insulting both Janway’s and the Borgs actions were. I turned the TV off before the end of the episode and did not watch any new Star Trek for the next 10 years. I continued to watch re-runs of TNG and DS9 and even watch the odd episode of TOS, but had no interest in watching VOY again, I considered trying ENT when it premiered, but turned that off at the opening theme. Eventually I forced myself to complete VOY and ENT, but Dark Frontier had ruined VOY worse than the last season of GoT… I was shocked to see this rated as a 10/10.
Why would they give Seven an ARC where she gets to make CHOICES When they could just having her breast boobily through every scene? What do you think, we're meant to take her SERIOUSLY?
Following the Borg to study them is courageous and potentially vital to the survival of the Federation and biological life at large. Taking their child with them is borderline brain-dead. Doesn't the Federation have child care facilities for such cases?
Considering the Sisko's ship that fought against the Borg had his wife and son, and all the times we've seen the Enterprise carrying large numbers of civilians, including children, I'm going to assume the childcare facilities are a coloring book in the cargo hold of whatever ship the parents are serving on.
Federation starships had become so large and spacious that they just integrated child care into the ship. See TNG, where they showed it at least twice, once when Troi had an alien baby and when Data made Lal. This was also a major showing of their arrogance and thought that they were invincible, allowing families onto starships that were going into the unknown, or into combat. How many families died together when the Federation was throwing ships at the Cardassians, who were technically inferior, and yet still managed to destroy them? As ol' Dagoth Ur wo0uld say, "what a grand and intoxicating innocence".
Good point, but I'd like to add that these are supposed to be science-ships that are meant to look at nebulas and make first contact, that are armed to the teeth nonetheless. The Enterprise in particular outguns every standard warship of every major power in the sector. This affords the civilians on board some level of safety, even though I'd still agree that the Enterprise (and other ships that have their own show) get in trouble way too often. The Raven, on the other hand, is a dinky two-man vessel whose only defense is being so shitty that the Borg ignore it. Now add the fact that the Federation doesn't know shit about Borg behavior at this point, and you have the perfect storm of stupidity.
So 7 of 9's parents study the Borg with their daughter in the Delta quadrant. Wouldn't it take about at leasts 70 years to get there? Thus, 7 of 9's parents were around 100 years old and Seven must have been around 70 years old when they were assimilated by the Borg.
They followed a cube through a transwarp conduit. Talked about it in Raven, the episode where all that backstory was worked out. No idea how they were planning on getting back, mind you...

Dark Frontier is my favorite Voyager story. Did a good job with Seven of Nine and exploring her past.
I remember it coming out on a special tape, very epic.
Maybe Borg Queens are like Queen Mambi from Return to Oz -- constantly swapping heads to match her mood.

I always thought Ryan was an actress who usually didnt get cast unless "we need a large breasted blonde!". She was brought on to Voyager for sex appeal after all, but defies expectations and proved to be a very capable actress.

Maybe it's just me, but I feel like assimilating children is inefficient. You have to replace many of the cybernetic parts like arms and probably in the torso, especially if the child is young enough that they haven't started puberty yet, which might require replacing them several times. It feels like the Borg would be better served either leaving the children of assimilated races, raise them somehow until they grow to adulthood, recycle them for organic material, or use some form of artificial aging system on them.
Maturation chambers. They do the second definitely, and probably the fourth, of your list - 'raise them' in a big tube, and probably artificially age them in that tube.
I don't know if Seven's experiences as a child in the Borg hive were ever really elucidated, whether she was stuck in a tube for 10+ years, accelerated aging and popped out after a couple years to breast boobily around, or worked as a drone even as a young'en.
Edit: Memory Alpha claims she went into a maturation chamber for 5 years and then became a drone. I don't know where they got that info, it's not sourced, but assuming it's true - then yeah, they artificially age the kids.
I remember when this episode first aired, and just how stupid and insulting both Janway’s and the Borgs actions were. I turned the TV off before the end of the episode and did not watch any new Star Trek for the next 10 years. I continued to watch re-runs of TNG and DS9 and even watch the odd episode of TOS, but had no interest in watching VOY again, I considered trying ENT when it premiered, but turned that off at the opening theme. Eventually I forced myself to complete VOY and ENT, but Dark Frontier had ruined VOY worse than the last season of GoT… I was shocked to see this rated as a 10/10.

Controversial Opinion: Seven looked sexier in the few times she was in a Starfleet Uniform than in any of those fetishy bodysuits they put her in.
Following the Borg to study them is courageous and potentially vital to the survival of the Federation and biological life at large.
Taking their child with them is borderline brain-dead. Doesn't the Federation have child care facilities for such cases?
Considering the Sisko's ship that fought against the Borg had his wife and son, and all the times we've seen the Enterprise carrying large numbers of civilians, including children, I'm going to assume the childcare facilities are a coloring book in the cargo hold of whatever ship the parents are serving on.
Federation starships had become so large and spacious that they just integrated child care into the ship. See TNG, where they showed it at least twice, once when Troi had an alien baby and when Data made Lal.
This was also a major showing of their arrogance and thought that they were invincible, allowing families onto starships that were going into the unknown, or into combat. How many families died together when the Federation was throwing ships at the Cardassians, who were technically inferior, and yet still managed to destroy them?

Good point, but I'd like to add that these are supposed to be science-ships that are meant to look at nebulas and make first contact, that are armed to the teeth nonetheless. The Enterprise in particular outguns every standard warship of every major power in the sector.
This affords the civilians on board some level of safety, even though I'd still agree that the Enterprise (and other ships that have their own show) get in trouble way too often.
The Raven, on the other hand, is a dinky two-man vessel whose only defense is being so shitty that the Borg ignore it.
Now add the fact that the Federation doesn't know shit about Borg behavior at this point, and you have the perfect storm of stupidity.
So 7 of 9's parents study the Borg with their daughter in the Delta quadrant. Wouldn't it take about at leasts 70 years to get there? Thus, 7 of 9's parents were around 100 years old and Seven must have been around 70 years old when they were assimilated by the Borg.
