Dr. Waldorf, a doctor, appears in Schimanski and Thanner's office and makes confusing and very general accusations about deliberate environmental pollution: dumping toxins into the Rhine, which led to the death of one of his patients. Obviously a hysterical do-gooder - the two commissioners declare themselves not responsible.
When Waldorf is found murdered in his practice a little later, the accusation takes on a different weight. The suspect is Baumgarten, the director of the waste recycling company, on whose behalf several of the doctor's patients, including the Rhine boatman Kaiser, who died of cancer, had regularly shipped loads of toxic waste materials. A visit on board to Kaiser's widow does not give Schimanski any new information about whether Kaiser and his client committed a criminal offense.
Schimanski has to find out in another way how Baumgarten's "waste recycling" works. Jacky Ruhl, Waldorf's charming former speaking assistant, shows a noticeable interest in the progress of the investigation. But before Waldorf's murder can be solved, Baumgarten is also killed. For the commissioners, the motives seem clear: a cover-up of criminal environmental pollution on a larger scale. But who were the perpetrators?
