If he's renting the room and paying his rent he should be able to have his girlfriend in his room unless he explicitly agreed not to in writing when he signed the lease.

If the water, electric etc are included in the lease then the landlord has to be compensated for more water being used for example. There are also insurance issues as well. A lease is a legal document that explicitly states who is renting. You cant just break that signed agreement because you feel like it. Dont like the agreement? Dont sign it. You also have to respect the other tenants that dont want to listen to you and your girl having sex all the time. Dont like it? Buy your own place and be your own landlord.
