It's just innocent meta humor, and honestly, I like this more. Sometimes you can change it to the other person speaking a different language to have the exact one for one meaning to the scene, but a bit of meta humor while also lighthearted jabbing at people from foreign countries, especially America, slowly speaking English like that will somehow make them completely understand you is a great joke. I wish the thumbs up was a bit more obvious though. I could barely tell it was a thumbs up at first. I feel a wink + thumbs up would have made it funnier as a 100% "yeah, we know you know" would gave it the perfect cap stone. This is a time where I think changing a scene made it just as funny for Japanese players as English players, but that's just me
I definitely did not notice the fourth wall break until I watched it again because of how subtle it was, but it’s definitely hilarious when I see it again lol

The thing was gigantic as fuck...not like anything I have seen in the movie...well, it was the first irl time i actually witness the thing...

Definitely like the Japanese version more. Like, if we had that voice clip, since he was already english in that version, it would be neat.
It's too bad the talents of the English VAs they lined up for the dub were wasted with poor direction and almost deliberately shoddy localizations of the text. "Aha... it's English..." gets turned into "Oh sh--! It's English!", and although Ichiban says "Hm?" a different way every single time in the original, he says "Huh?" the exact same way every time in English. They also made the foreigner dude sound like a calculatingly irritating buffoon because rewriting SEGA's story and characters for them is evidently their job now...

The joke isnt "he can't speak english". They make him talk slower to fit the stereotype of how americans talk to people in a foreign country (maybe they can understand me if I talk slower). It just falls a little flat when they both speak english, which is why the focus is on the head-turn.
